The Child Care Council and Family Connections is the enrollment agency for legally exempt child care providers in Clinton and Franklin countries. These legally exempt providers provide child care for families receiving subsidies The providers are exempted from licensing regulations for a number of reason; care is in the child's home, caring for a relative's child or is providing care for no more than two children.

We distribute health and safety grants to improve the quality of the care. These grants are assessed by the Legally Exempt Enrollment Specialist. There are many items that are granted to the legally exempt caregivers; such as health items, fire extinguishers, smoke detectors, window guards, electrical outlet covers, first aid kits, and education supplies.
